Salary Range: $134,006 - $152,924 (including civil liability and overtime allowances) + superannuation

The Position

In this role, you will lead and manage the Roads Branch to achieve performance targets and service levels stated in Council’s management plan.  The position requires a strong commitment to customer response and satisfaction as well as strong technical knowledge of road construction and maintenance techniques.

As manager, you will establish and implement a program to complete a diverse range of major road construction and renewal projects such as pavement rehabilitation, road construction, concrete structures such as bridges, culverts and kerbing and guttering.  The position also requires the manager to develop, implement and monitor a road maintenance program for 1000km of sealed regional and local roads and 1700km of unsealed local road.  The manager responsible for development and implementation of Council’s bitumen road resurfacing program.

In addition, the position is responsible for management of Council’s contract with the Roads & Maritime Services for provision of road maintenance and rehabilitation works under the contract.  The position is also responsible for preparation of documentation, invitation and assessment of tenders in accordance with provisions of the Local Government Act 1993.

The Manager Roads also has responsibility for management of Council’s gravel pit resources, and ensuring compliance with all WHS and environmental requirements.  There is strong expectation by Council in relation to obtaining income from non-standard sources and in this regard this position is responsible for generating income from private works.

Essential Requirements

  • Commitment to Council’s Mission, Values and Code of Conduct
  • Understanding of work health and safety (WHS) in the workplace and commitment to a positive contribution to WHS in the workplace and compliance with Council and legislative requirements
  • 4 year degree in Civil Engineering and / or relevant work related experience
  • Demonstrated financial and managerial ability to deliver projects associated with maintenance and construction of road and drainage projects
  • Demonstrated technical knowledge of civil engineering projects including road, drainage and bridge projects
  • Demonstrated technical ability to solve day to day problems associated with maintenance tasks including roads, drainage systems and bridges;
    • Demonstrated high level written communication skills to prepare detailed management and Council reports
    • Demonstrated ability to lead effectively a team of supervisors and field staff
    • Demonstrated ability to use Microsoft Excel and Word
    • Extensive operational experience in road construction and maintenance
    • Current Class C Driver’s Licence.

Desirable Requirements

  • Demonstrated ability to use management information systems and other computer software such as MS Project
  • Demonstrated knowledge of relevant legislation including Local Government Act, Environmental Planning and Assessment Act, Anti-Discrimination Act, Occupational Health & Safety Act, and Roads Act
  • Membership of a relevant professional body eg, Institute of Public Works Engineers Australia and Engineers Australia
  • Master in Engineering Management or Master Business Administration.
